As a non-resident you cannot register the car on your name, but in case you find someone to register the car to, your name can be written in the documents as a user.
It is actually really simple, you just need a friend in here. The cost of new papers is 48 - 130€ (depending on where the car is from and if you need a new license plate). If the friend is IT friendly, then you don't even have to visit the road administration, it can all be done electronically.
